The budget diverts resources to private schools state-wide by expanding the income eligibility for receiving a voucher from 185% of the poverty level to 220%. A new provision transfers over $3 million from public to private schools by expanding eligibility for the private special needs voucher program. The diversion of funding from public to private has been expensive. Since inception, Wisconsin’s voucher programs have cost taxpayers $2.3 billion state-wide and $6 million in the Fox Cities.
